Caribbean Development Bank (CDB) supported initiative | Barbados Cultural Industries Development Authority (BCIDA) | 2017
Project Details
Development Partner: Caribbean Development Bank (CDB)
Implementing Organisation: Barbados Cultural Industries Development Authority (BCIDA), Barbados
Consultancy Arrangement: Engaged by the project's Lead Consultant
My Role: Fashion Expert – Programme Design, Professional Development, Mentoring, Evaluation and Capacity Building
Period: 2017
1. Project Overview
The project sought to strengthen the export capacity and professional development of cultural entrepreneurs in Barbados, with particular attention to the opportunities and challenges facing emerging fashion businesses seeking access to international markets.
As the appointed Fashion Expert, Joy Prime designed and delivered the specialist fashion development component of the initiative.
Her responsibilities included developing and coordinating a London market familiarisation programme for five Barbadian designers, establishing structured mentoring and reflective learning activities, designing business action planning guidelines and facilitating subsequent capacity building workshops.
The assignment combined international market exposure with practical business development, evaluation and strategic recommendations to support the continued growth of participating enterprises and the wider Barbadian fashion sector.
2. The Challenge
Barbadian fashion entrepreneurs seeking to enter international markets faced challenges extending beyond creative design and product development. Building sustainable fashion businesses required an understanding of international market expectations, commercial positioning, branding, pricing, production capacity and business planning.
Exposure to international fashion markets was therefore only one element of the development process. Participants also needed opportunities to evaluate their existing business practices, identify gaps in their knowledge and develop practical strategies for growth.
The challenge was to translate the experience of an international market familiarisation visit into meaningful professional development and achievable business objectives.
The consultancy addressed this need through a structured programme combining industry exposure, mentoring, reflective learning and individual business action planning.
3. Consultancy Approach and Programme Design
Joy Prime designed the London market familiarisation programme, held from 12 to 18 February 2017, to provide five selected Barbadian fashion entrepreneurs with direct exposure to the European fashion industry.
The programme combined attendance at the Pure London fashion trade exhibition with industry workshops, retail observation, specialist visits and structured learning activities.
Programme Design and Industry Exposure
Joy developed the programme itinerary to maximise opportunities for professional learning and market research. Activities included:
Attendance at Pure London, including fashion presentations and workshops addressing international trends, branding, marketing, retail development and business growth.
Visits to the Victoria and Albert Museum to explore fashion history, design and material culture.
Visits to London retail establishments, including Browns and Selfridges, to observe international designer collections and retail presentation.
Visits to specialist fabric suppliers to explore sourcing opportunities.
Opportunities for professional networking and discussion with fashion industry practitioners.
Mentoring and Reflective Learning
Joy developed a structured approach to mentoring and reflective learning to ensure that participants could evaluate their experiences and relate them to their individual business objectives.
Participants were provided with guided reflection questions and encouraged to maintain daily learning journals. Daily briefings enabled discussion of emerging insights, professional challenges and potential opportunities for business development.
This approach enabled the market visit to function as a structured professional development programme rather than an observational study visit alone.
Evaluation and Reporting
Following the visit, Joy reviewed participants' reflective reports, assessed their learning and identified areas requiring further professional development.
Her Fashion Expert Report documented the activities undertaken, participants' observations and recommendations for strengthening business development and export readiness.
4. Business Development and Capacity Building
The London market familiarisation programme was followed by practical business development activities in Barbados during March 2017.
Business Action Planning Workshop – 27 March 2017
Joy developed an action planning template and facilitated a workshop to support the five participating entrepreneurs in translating their international market experiences into practical business development priorities.
The workshop addressed the purpose and structure of business action plans, identification of priorities, achievable objectives and preparation for potential entry into European markets.
All five participants attended and subsequently submitted draft action plans for review.
Fashion Sector Capacity Building Workshop – 28 March 2017
Joy also planned and conducted a wider capacity building workshop involving fashion designers, manufacturers, educators, industry professionals and business support organisations.
The workshop brought together local and regional expertise to examine the opportunities and challenges facing Barbados' fashion sector.
Discussions addressed fashion industry development, production and distribution, Caribbean fashion identity, education and training, technology, financial investment and access to local, regional and international markets.
The workshop provided an opportunity for participating entrepreneurs to share their work and engage in wider professional discussions concerning the development of a more supportive fashion business environment.
5. Outcomes and Strategic Recommendations
The consultancy generated documented learning outcomes, individual business development plans and recommendations for strengthening the export capacity of Barbados' fashion sector.
Participant Development
The five participating entrepreneurs reported increased awareness of international fashion business practices and the challenges associated with expanding into overseas markets.
Their reflections demonstrated greater consideration of branding, professional networking, collaboration, digital marketing, production requirements and longer term business development.
All five participants submitted draft business action plans following the March workshop.
Strategic Recommendations
Joy's evaluation identified areas requiring continued investment and professional support, including:
Strengthening design research, product development and technical production capabilities.
Improving access to suitable manufacturers, specialist equipment and production technologies.
Developing knowledge of export procedures, distribution, merchandising and international market expectations.
Providing continued mentoring, business coaching and professional development.
Strengthening collaboration between designers, manufacturers, educational institutions and business support organisations.
Supporting business planning, access to finance and opportunities for regional market development.
Joy also recommended longer term evaluation of participating businesses to assess their development and the wider impact of the initiative.
These recommendations provided a basis for considering further support beyond the initial market familiarisation and capacity building activities.
6. Professional Contribution
This consultancy demonstrates Joy Prime's expertise in designing and delivering specialist professional development programmes that connect industry knowledge with practical business development.
Working as the appointed Fashion Expert, she translated the project's export development objectives into a structured programme of international market exposure, mentoring, reflective learning, business action planning and sector capacity building.
Her contribution encompassed programme design, coordination, facilitation, participant evaluation, stakeholder engagement and strategic reporting.
The assignment illustrates her ability to work within international development initiatives, collaborate with multidisciplinary professionals and support the development of creative enterprises through evidence informed education, training and business development approaches.
